The ZDF Television Council is extremely skeptical about the federal states’ proposal to reform public broadcasting. The planned restrictions on the proposal “do not do justice to the claim to offer a program for all social groups,” complained committee chair Gerda Hasfeldt (CSU) on Friday after a debate about the plan.

The former federal minister stressed that media policy should not put responsibility on broadcasters: “This is not in line with our democratic understanding.” Ultimately, politicians should feel responsible for unpleasant decisions. He sincerely hopes that the discussions will be conducted fairly in the coming weeks. According to the 74-year-old, removing the channel would degrade the offering and hence the acceptability. Many people who continue to watch linear television should not be left behind.
Television Council sees “insurmountable risk”
The Television Council controls the program of seconds and advises the Director on relevant questions. The 60-member body on Thursday published a decisionIn which he warned of “incalculable risks” in removing the channels started as it could also harm social groups.

Such steps would “reduce the reform’s goal of achieving reform to absurdity.” The State Broadcasting Commission is committed to combining the channels Phoenix, Tageschau24, ARD Alpha and ZDFinfo into one or two joint information and educational offerings. The channels Arte and 3sat, which specialize in culture, are also to be merged. ZDFneo and one.
Take financing to a new level
The chairwoman of the ZDF board of directors, former Prime Minister of Rhineland-Palatinate Malu Dreyer (SPD), believes that it is necessary to put the financing of ARD, ZDF and Deutschlandradio at a new level and to “weatherproof” the stations. However, this time the states skipped this point in the form of a controversial new contribution increase. According to Dreyer, ZDFneo and ZDFinfo should be retained.
ZDF director Norbert Himmler welcomed the fact that the Commission is pursuing reform: “It is good that the Commission should be strengthened in terms of quality.” However, he has “no understanding of the fact that in politically and socially turbulent times people are thinking about eliminating successful and socially relevant channels.”

Phoenix described Himmler as “indispensable for the formation of political opinion” due to live broadcasts of party conferences. Diversity should not be allowed to go backwards right now. The debate should be based on the criteria of quality, efficiency and success.
The Television Council praised ZDF’s “strategic transformation” and particularly the station’s successful digital and partner channels. On the other hand, federal states are relying on limiting the range of digital distribution channels such as apps, media libraries and web radio based on necessity and economic efficiency.
