The majority is certain that the war will be done with digital means in the future. 63 percent of respondents are sure that cyber attacks on significant infrastructure are more threatened than “traditional military attacks”. According to the survey, two -thirds are convinced because cyber attacks will have to behave like military attacks. One and two -thirds of the attacks on the submarine cables were disturbed and that the international data traffic is “so easy to sabotage”. While 80 percent are for laying more cables to strengthen independence, 60 percent of the cable’s “spontaneous satellite monitoring”. 63 percent also expect “private actors interfere with cyber attacks” more often in crisis.

Overall, officers and administration are evaluated as “poorly prepared” for cyber threats, As survey results show75 percent of the demand “installation of a digital disaster security” and 73 percent more investment in the conservation of significant infrastructure. According to the survey, 64 percent of the demand “Invest in cyber defense units” and 56 percent in emergency training. At the same time, BCCOM found that only out of 30 cyber security projects in the National Security Strategy was implemented. The conclusion of BCOCOM is, “In the communication network, testing opportunities are applied to the system -critical components, and the cyber agency has also started its work as a employed and a targeted research orders.”

In fact, the traffic light government wanted to establish the Federal Office for Information Technology (BSI) even more independently, but nothing came from it. In addition, all officers should report weaknesses to BSI, not only law enforcement officers and secret services. An increased investment in cyber security of other projects, such as Critis, was also not implemented.

“Increase in cyber security should be a central task of future government’s safety and defense policy,” says Ralph Wintergrst. The boundaries between cyber crime and hybrid war, in their opinion, are now liquid between private and state actors. It is certain that the danger situation will be tightened: “So we have to strengthen our national security classically and in digital space – in officials and administration, but also in important infrastructure and also in the company.”
