Anke Domscheit-Berg is the most digital politician in the Republic. The interrogation of the Left MPs for the federal government was often in the headlines, for example in part of the open source software in federal development orders or Lobby contact Between the federal government and SAP and Microsoft. In an interview with C’Te, she takes a balance sheet of eight years in Bundestag and claims for the next federal government.
C’T: Ms. Domshit-Card, you have shaped the debate of digital policy in Bundestag in the last eight years, now you leave Parliament. Why did you decide to run again?
Anke Domscheit-Berg: Because I personally believe that no one should do for more than two legislatures. I think it spoils people and therefore is bad for Parliament.

To what extent does the mandate spoil people?
I do not mean those who live for a long time. But you are modified in Bundestag and thus in this ecosystem that you run the risk of going out of reality. I think you need to experience reality firsthand to be able to do better politics. And this is also not good if you get used to the privileges you have done in Bundestag.
If you look at your work as a digital politician, what are you particularly proud of?
As an opposition politician, I cannot say that I have brought the law xy. But I think I have still left footprints. I can shape what digital policy is. And I got high recognition for my professional work at the party. For example, the people of the federal government told me many times that they have great respect for my inquiry because they especially came up with high technical quality.
For me, however, it was also important to act as a long arm of civil society in Bundestag. I had close contact with organizations such as CCC, GFF, F5 or Wikimedia and invited my experts to listen to this community.

However, I have also achieved concrete changes, for example better reporting for the stability of funds or federal IT for repair cafes. My years of frequent, continuous inquiries have definitely contributed to it.
“We need exit strategies, wherever dependencies are very great”
In your opinion, which two or three digital -policy switch posts are now most important for the future government?
The most important campus is digital sovereignty and became even more important due to the development of the last few weeks in the United States. For example, a sovereign cloud is not a microsoft cloud that is in SAP. If updates fail to help, no firewall or choice will help us. We finally need a sovereign solution.
In the previous coalition agreement, there was a promise to instruct software as an open source already as an open source. However, my inquiry has revealed that this was done only in 0.5 percent of cases. This means that the new government should ensure that the open source software is also commissioned and it is used as a real option. We also need exit strategies, where the dependencies are very large.
The second subject that requires particularly high priority is cyber security. From hybrid warfare we include everything, namely the threat of our democracy through strategic disruption. We have to learn to save ourselves better and become more flexible as a population. But the region eventually involves bringing through the law of charitis and implementing the NIS2 instruction, but with the participation of the municipalities and with a CISO bundle in which there is anything to report. In addition, BSI must be equipped independently and better and prevent criminalization of IT safety research.

In your view, what does a new digital ministry bring at least according to the Union’s election schedule?
I am not sure it really comes. There are also rumors about alternative approaches, for example, the federal CIO from the Interior Ministry to the Finance Ministry, where a digital budget is also located. Against the establishment of the Digital Ministry, it says that you can actually lose two and a half years, perhaps two. On the other hand, there are many detailed concepts for the structure, for example from Agora digitization, so it can also occur rapidly. In the end, the significance of a digital ministry is with what works he should have, what powers and resources he gets and how much digital competence does the person sitting on the head of this ministry get.
But this also applies to federal Chancellor. My experience since recent years: Digitization has failed due to many things, but a very important reason has always been a lack of digital capacity at a high level. In traffic lights, it was very important that Olaf Sholaz threw all digital themes out of Chancellori in the first week. He was only zero interest in it and there was no idea about it. And my concern is that it is repeated from one to one to Frederick Merz.
You have announced in Bundestag that you will be preserved on left and digital policy. Now what are you really planning to do?
So first sleep a lot and take some rest. There is time for all the things that I had very short for almost eight years. Friends, family, gardens, cats, everything around and around. But I would also like to make that I interrupted eight years ago. I was a freelancer as a preacher, written texts and gave a lecture on mainly digital policy issues. I could also imagine advisory tasks.
