Delos: “Sovereign” cloud is 10 to 20 percent more expensive than Microsoft’s public cloud

SAP subsidiary Delos Cloud has specified the cost of its cloud offering for public administration. The services offered by Microsoft will probably cost an average of 15 percent more than Microsoft’s public cloud. George Sebold, a member of Delos management, said Thursday at an event hosted by Arvato Systems, the Delos partner for operational management of the planned cloud. “My goal would be closer to 10 percent; it shouldn’t cost more than 20 percent,” the Delos manager said. The surcharge is related to the additional effort required to meet federal government requirements and the limited customer group compared to Microsoft’s standard cloud.

At Delos Cloud, the federal government wants to use Microsoft’s cloud services, among other things. Delos acts as the German operating company and aims to protect data from access by US authorities and enable temporary self-sustaining operations in the event of an emergency. For this purpose, the Federal Office for Information Security (BSI) requirements Defined. So Delos advertises with the keyword “sovereign cloud platform.”

Sebald acknowledged that little information has been published so far about the planned proposal. “I agree, we weren’t fast and specific enough,” he said. The aim is to publish a price list early next year. Delos had a list of features planned in areas of Microsoft Azure and Microsoft 365 a while back publishedCompared to the public cloud, some features are initially missing, including specialized AI hardware and Azure automation, such as Arvato Systems In “Early evaluation” of Azure services,

Federal, state and local authorities are also part of Delos’ target group. In the summer, Chancellor Olaf Scholz personally promoted the Delos Cloud to the prime ministers of the federal states, which was sharply criticized by others, including open source representatives. In a survey conducted by C’T among state governments in September, many states emphasized that they could not yet evaluate the Delos offer because the prices and functions were still unclear. At least six federal states are now working on plans to use Microsoft’s cheaper public cloud services.

According to Sebold, the Delos Cloud should be ready for productive use as early as January 2026. The first “Azure Foundational Services” should be available for evaluation in the first half of 2025, and the first “Azure Mainstream Services” and Microsoft 365 will also be available in the second half of 2025.
