The rights of use for mobile phone frequencies are through planned expansion. After the Advisory Board of the Federal Network Agency on Monday, nothing stands in the way of the regulatory authority’s plan. It extends the use of three mobile phone network operators for frequencies in areas of 800 MHz, 1.8 GHz and 2.6 GHz from five years to 2030.
Now the extended use rights must have ended at the end of 2025. The expansion is further associated with the expansion requirements. “We improve the supply of mobile phones for all consumers and promote competition,” says Klaus Muller, president of the Federal Network Agency, and emphasizes that the supply requirements are ambitious.
No expensive auction
The Federal Network Agency had already brought a possible expansion to the game in 2023 instead of re -watching the rights. After the extended rights of the uses are finished, the frequencies must be again apprised with the forward spectrum again. Until now, the Regulatory Authority was auctioned with abolition of the rights of use.
The Federal Network Agency set up at least one expensive auction for the network operators telephone (O2), Telecom and Vodafone: Three and the newcomers 1 and 1 together put a total of 6.5 billion euros in the prize of 5G frequencies in summer. For 1 and 1, extension means that the company cannot buy further frequencies for its network for any time.
Because 1 and 1 is not completely left behind, installed network operators were obliged to interact with the newcomer to reach the frequencies of at least 2 × 5 MHz iconic fields at 800 MHz. 1 and 1 should use these frequencies where your own network has already expanded, for example to ensure better supply indoors.

The authority combines the expansion of the rights extending for three established network operators to ensure that 1 and 1 January 1, by January 1, 2026, has access to the spectrum in the 800 MHz bands. It does not matter how and with whom 1 and 1 finally agrees – the version is considered complete if the newcomer is left on the spectrum.
Collection and roaming
If there is no agreement, the Federal Network Agency reserves the right to give the right to “order one of the allocation owners” published on Monday as published on Monday. decision It is said.
According to the same pattern, the Federal Network Agency arranges the new network operator negotiating national roaming to provide quick access to the overall market. Here 1 and 1 have already agreed with Vodafone on a roaming contract. According to the federal network agency, Vodafone is therefore a natural candidate for initial talks on 800 MHz frequencies.
1 and 1 now want to talk to all three network operators quickly. CEO Ralph Domarmarth says, “To access the talks to important frequencies below 1 GHz, we go directly to telecom, vodafone and telephone.” “We are confident that it would be successful and confident in supporting the proposals and the federal network agency.”
Extension is also associated with extended expansion requirements for network operators. By 2030, the network will have to enable 50 megabits per second to 99.5 percent to 99.5 percent in the territory of Germany, and according to network operators, this is currently about 98 percent. In addition, 99 percent of families in “less populated communities” in each country are to be supplied with at least 100 Mbit/S by 2029.
Since 2029, 100 Mbit/S should also be uninterrupted on all federal roads, 50 mbit/s for the country’s roads and inland waterways. Since 2030, district roads should also get 50 mbit/s. In addition, network operators should expand the supply with railway lines.
“The most difficult version in Europe”
“With the suspension of the auction, a fundamental change is made with Lower Saxoni Economic Minister Olaf Les (SPD), Chairman of the Advisory Board, with a fundamental change of course, with clear supply requirements, binding control and a nationwide network coverage now focused on, now focusing on.” “The supply of mobile phones is always, everywhere and within access to all.”
O2 Boss Marcus Has has seen frequency expansion as “gamechanger for Germany”. “It laid the basis for the best digital care for humans and businesses in this country.” Vodafone German boss Marcel de Grot is relieved that there is no expensive auction now and more money can be invested in the network. But it is also clear that this is “perhaps the most difficult requirements in Europe”.
Federal network agency network operators could not work hard to hiring network operators to transfer network capabilities to mobile phone providers, yet only required comparatively soft interactions. Bundeskaretellamt, Honor Commission and Fenstnetz operators had called a service provider to be able to offer bundle tariffs with mobile phones under their own flag.
“Practically useless railings”
The Federal Association of Broadband Communication (BREKO) rapidly criticized frequency expansion. “Instead of creating effective competition in mobile communication, the Federal Network Agency has continued to protect the mobile phone square telecom, Vodafone and telephone from unpleasant competition,” says Swen Kannap, head of Breco Capital’s office. “Instead of practically useless ‘railing’ for the need for inappropriate interactions, the authority should have presented the obligation of a service provider.”
Meanwhile, 1 and 1 are already determining their claims for future auction. It should not “be neglected that a large amount of our three contestants expand the frequency of unilateral subsidy,” says Domamath. “It should be compensated for us as compensation for us as the fourth network operators on the latest when it should compensate for the next frequency allocation with analog rules to enable sustainable competition at the eye level.”
