Its background is that CDU/CSU and SPD have agreed to relax the loan brake for defense spending on a particular fund for defense spending in the original law. IT and other representatives of the digital economy also enter their industry for investment. They rely on the viability of the economic future and digital sovereignty in Germany.

Butcom asks for investing in AI and Quantum Computer
From the perspective of the BOCOM Association, 20 percent of the special fund for infrastructure expansion is to flow into the German digital economy over a period of five years and thus supports the digital change of business and administration. In particular, the association ascended to establish “Germany Stack” with Artificial Intelligence and Investment in Quantum Computer and refers to the German role in global chip production. “Our goal will be to make Germany a digital sovereign country,” says Wintergrarst.
The money for the digital treaty is mainly due to the federal funds of the Special Fund. For digitization of schools, the association proposes to use the share of money referred to federal states.
